What is the Furniture Quality Control Order (QCO) 2025?
The Furniture (QCO) was published on February 13, 2025, under the Bureau of Indian Standards Act, 2016. This order becomes effective 12 months from its publication date and will be applicable to:
- Existing BIS licence holders manufacturing furniture
- Manufacturers who manufacture for both domestic and foreign markets
Mandatory Standards for Furniture
As per the QCO, the following furniture products must conform to relevant Indian Standards:
- IS 17631 – Work chairs
- IS 17632 – General-purpose chairs and stools
- IS 17633 – Tables and desks
- IS 17634 – Storage units
- IS 17635 – Beds
- IS 17636 – Bunk beds
Only products carrying the Standard Mark (ISI mark) issued by BIS under Scheme Iof Schedule II of the BIS (Conformity Assessment) Regulations, 2018, will be allowed in the Indian market.
Exemptions Under the Order
Certain categories are exempted:
- Exports – Furniture manufactured exclusively for export.
- Very Small Enterprises – Enterprises registered on the Udyam Portal with investment in plant & machinery ≤ ₹25 lakh and turnover ≤ ₹2 crore in the last financial year (certified by a Chartered Accountant) will remain permanently exempt.
